The following is the definition of the City Foursquare in the Glossary of Terms on the Pearls of Wisdom CD Rom:

City Foursquare. The New Jerusalem; archetype of golden-age, etheric cities of light that exist even now on the etheric plane (in heaven) and are waiting to be lowered into physical manifestation (on earth).  Saint John the Revelator saw the descent of the Holy City as the immaculate geometry of that which is to be and now is in the invisible realms of light:  “And I John saw the holy city, new Jerusalem, coming down from God out of heaven.”  Thus, in order that this vision and prophecy be fulfilled Jesus taught us to pray with the authority of the spoken Word, “Thy kingdom come on earth as it is in heaven!” Metaphysically speaking, the City Foursquare is the mandala of the four planes and the quadrants of the Matter universe; the four sides of the Great Pyramid of Christ's consciousness focused in the Matter spheres.  The twelve gates are gates of Christ's consciousness marking the lines and the degrees of the initiations he has prepared for his disciples. The twelve gates are the open doors to the twelve qualities of the Cosmic Christ sustained by the twelve solar hierarchies (who are emanations of the Universal Christ) on behalf of all who are endued with the Spirit's all-consuming fiery Love, all who would in grace “enter into his gates with thanksgiving and into his courts with praise.”

Unascended souls may invoke the mandala of the City Foursquare for the fulfillment of the Christ consciousness, as above, so below.  The City Foursquare contains the blueprint of the solar (soul) identity of the 144,000 archetypes of the sons and daughters of God necessary to focus the Divine Wholeness of his consciousness in a given dispensation.  The Light of the city is emitted from the I AM Presence; that of the Lamb, the Cosmic Christ, from the Christ Self.  The jewels are the 144 focuses and frequencies of Light anchored in the chakras of the Cosmic Christ.

It is not necessary to bind yourselves to any religious creed, to any organization, in order to have the blessing and the proximity of the Christ mind.  Here and now, you who read my words can be converted through the true doctrine and the tenets of the Great White Brotherhood (the saints robed in white – the ascended masters) that are the foundation of the Church Universal and Triumphant.  This church shall be the ultimate manifestation of the light of the City Foursquare upon this planet in this age and in all ages to come.  And you who read my words and understand this concept for the first time, who would come into the fold of hierarchy, consider yourselves a part of the body of God and a part of the true church when, by your acceptance of the Christ, you can acknowledge that Light both in Jesus and in yourself.

Any “Note” or “Summary Note” following an excerpt of a discourse, dictation, or lecture is written by myself, William Star, the compiler of these excerpts.

Summary Note: “This church shall be the ultimate manifestation of the light of the City Foursquare upon this planet in this age and in all ages to come.” If this Church is to be the ultimate manifestation of the light of the City Foursquare, then the City Foursquare needs to be built, possibly in Paradise Valley and many other places, especially in South America.

        Also, it is important to realize that we do not have to belong to any organization to be part of Church Universal and Triumphant, but it may help. And moreover, we can belong to any other organization, other than the Summit Lighthouse, and still be part of, or a member of, Church Universal and Triumphant. What is important is that we are converted through the true doctrine and the tenets of the Great White Brotherhood – that we accept the Christ and that we acknowledge the Light both in Jesus and in ourselves.

        Elizabeth Clare Prophet has also said that the Church Universal and Triumphant is within us, it is an Inner Church. It is a Church of Divine Love.

The City Foursquare

The Holy City or New Jerusalem

Hope and Inspiration for the Future

The City Foursquare is the main city in the Great Central Sun. It is the “Home” of Alpha and Omega. The center of the city is the Temple Beautiful where the Great Throne Room of Alpha and Omega is located.

Others names for the City Foursquare are the Holy City or the New Jerusalem.

 In the greater sense all of North America is to be the primary focus or outpicturing of the City Foursquare; and more specifically the City Foursquare may be built at the Inner Retreat and many other places.

        The following excerpts from dictations of the ascended masters give an important understanding of the City Foursquare, the Holy City or the New Jerusalem.

Beloved Arcturus

I AM Discourses, Vol. 3, Discourse 30

Given August 19, 1934, at Soldier’s Field, Chicago, Illinois

“During the singing of the “Holy City,” the Divine Pattern of that which is to become the “”Holy City upon earth” was lowered into Its position, where it shall remain—until It becomes a visible, vibrant City of Light to the westward. The exact position of this I may not disclose at the present time, but I assure you, it was a Mighty Activity which will become a Mighty Reality to the humanity of earth.”

Note: This discourse was given in Chicago, and the Inner Retreat and Paradise Valley is directly westward of Chicago. Through the Summit Lighthouse teachings, the “exact position” of the “Holy City” is now given to us, and that is, the Inner Retreat in Montana, or possibly elsewhere is Paradise Valley, near Wellspring Retreat, and possibly in many other places.

For various reasons, the intent of the Brotherhood was to build the Holy City at the Inner Retreat, but, I, William Star, believe that may not happen, but that it may happen elsewhere in Paradise Valley, and in other places. 

Westward, Ho, the mission moves on to build the Holy City!

The Vision of the Holy City,

The Magnificent City Foursquare

“... the key to each man’s overcoming,

the key to the ascension of the very planet itself.”

for the manifestation of Christ

and the kingdom of God upon Earth.”

I am this night painting before you the vision of the Holy City, the magnificent City Foursquare, the divine kingdom that shall come upon Earth even as you keep the flame. And whenever you see reports of problems, of crises, injustices in your newspapers, I am calling by the power of the Elohim in the name of Almighty God, with the permission of your Holy Christ Selves, that that vision of the City Foursquare shall flash forth from your consciousness into the world, into that situation, into the problem areas, as a divine matrix of the Cosmic Cube, that City Foursquare which is the key to each man’s overcoming, the key to the ascension of the very planet itself.

Summary Note: If the vision of the City Foursquare is the key to each man’s overcoming, the key to the ascension of the very planet itself, and the most powerful image that can be brought forth for the manifestation of Christ and the kingdom of God upon earth; then surely we need to build the City Foursquare and give everyone this physical vision and teaching. Cyclopea makes it very clear in the excerpt above: “...the magnificent City Foursquare, the divine kingdom that shall come upon earth even as you keep the flame.”

The following decree is based on Cyclopea’s dictation above. Please give it as often as possible. It is also included with the “Prayers and Decrees for the Master Plan,” one of the documents.

Cyclopea’s Call for the Matrix

of the Cosmic Cube and City Foursquare

        In the name, power, and authority of Almighty God (3X)

I call to my Holy Christ Self and the Holy Christ Selves of all mankind, Beloved Cyclopea, the All-Seeing Eye of God, the Pleiades and the Hierarchies thereof -- millions of Cosmic Beings, for the vision of the City Foursquare to flash forth from my consciousness into the world as a divine matrix of the Cosmic Cube to insure that the Golden Age of Aquarius manifest, for the Golden Age Master Plan to manifest, for the healing and resolution of these situations  ______________________(name them, such as, “the many levels of the human consciousness that are blocking the Golden Age of Aquarius from becoming a reality today and tomorrow in the cities, the slums, the rural areas and the families of North, South, and Central America.” “the many levels of human consciousness that are blocking The Golden Age Master Plan in the Paradise Valley area and in all areas”), and for the healing and resolution of these problem areas _____________________(name them, such as, any problems areas in our community, the Middle East, etc.)(Be as specific as possible.)

According to God’s Holy Will, and the living sword of truth of Pallas Athena, let it be done in the name of Jesus Christ.  And in full faith (3X)

Vol. 20  No. 3  -  Lanello  -  January 16, 1977

  This cube with the light of the chelas (disciples) will be multiplied each day and each hour by the Seven Holy Kumaras, line by line, precept upon precept.  It is the cornerstone for the building of the temple, the Temple Beautiful. That is the name of the temple which one day will be erected in Matter, but for the moment is erected in Spirit by you each day and every hour in the year to come, in the decade and in the many decades which come.

  The multiplication of the cube by many factors of light, of ascended and unascended beings, will ultimately be the manifestation of all that God has planned for this Brotherhood and for this community of lightbearers.  It even contains the record from the Scroll of Life of every soul who is to be born into this community in the service of the Law.  Let it be known, then, that God has a plan, that each and every day your striving, your overcoming, your expanding of consciousness, your removal of limitation is forging the union for the building of the City. ...

That which the devotee first discovers in the secret chamber of the heart, the alabaster cube glowing with the inner light of the Threefold Flame, is the corner stone of the Temple Beautiful that he must build, line upon line, precept upon precept, under the close supervision of the wise masterbuilder, the beloved Christ Self.  Thus by devotion to the Mother, the adoring chela becomes the Mother; and that which has become Mother, through the one who is Mother, is the magnet incomparable that is capable of magnetizing the Threefold Flame of the Trinity.

Summary Note:   “... the Temple Beautiful. That is the name of the temple which one day will be erected in Matter, ...” but first needs to be “erected” in the spirit of our own consciousness, so we affirm: I AM the Temple Beautiful where I AM, and I will go forth to erect this temple in matter at the Inner Retreat or somewhere in Paradise Valley, near Wellspring Retreat. And I AM able to erect variations of this temple in many places.

Note: Lanello is giving us a prophecy of the Temple Beautiful which one day will be erected in matter. Then in 1986 the Great Divine Director specifically said that he wanted the Temple Beautiful built at the Inner Retreat, but that may never happen at the Inner Retreat for various reasons, but it could happen in other places.

Vol. 22   No.  22  -  Sanat Kumara  -  June 3, 1979

Paul's great revelation was of the mystery of the body of God as the true inner Church–the Church Universal and Triumphant.  Stone upon stone, he beheld the Temple Beautiful built from the lively stones–devotees become the living Word by the demonstration of the way of personal Christhood.

Summary note: “Stone upon stone, he beheld the Temple Beautiful built from the lively stones ...”  (to be built within our own consciousness first, and then erected or built in the physical.)

Vol. 22  No.  23  -  Sanat Kumara  -  June 10, 1979

  The ascended masters know the way.  Meditation upon their Word leads to the way that I AM. And there is no other foundation that is laid than the Word of Christ for the building of the Great Pyramid, for the building of the Temple Beautiful.

Note: Following the building of the Temple Beautiful, is the completion of the rest of the City Foursquare, the twelve temples around the Temple Beautiful, and far more, such as housing, etc.

Vol.  22 No.  48  -  Sanat Kumara  -  Dec. 2, 1979

The white cube is the symbol of Matter filled with Mother light.  In multiples of four, its geometry radiates the sign of the cross in all directions as each side of the cube emits a shaft of white light signifying the blending of the tricolor Trinity unto the light of the one true God.  The omnidirectional cross of white fire that is seen from every side of the white cube is a reminder to the sons and daughters of God that where ere they go in the Matter spheres, north, south, east, and west–no matter what the angle of their karma or their dharma, they cannot escape the convergence within the Temple Beautiful of the vertical and horizontal lines of Alpha and Omega.

Summary note: “... they cannot escape the convergence within the Temple Beautiful of the vertical and horizontal lines of Alpha and Omega.”

Note: And they cannot escape the building of the Temple Beautiful and City Foursquare if they truly want to have a Golden Age.

Vol. 24  No. 28    Gautama Buddha     July 12, 1981

Hesitate not, my beloved.  For as it is written, it cannot wait seven years or six or five or four or three or two or one.  But I will wait, as in the waiting of the seven days of the creation and the re-creation of thyself, for the Word of precious, powerful will that says:  “I will!  I will go forth bearing the banner of the World Mother and Maitreya.  I will go to the Inner Retreat.  I will build a City Foursquare.  And I will do it in thy name, Lord Gautama.  And I will do it by thy flame of Shamballa.

O thrust thy will as Morya would thrust—and Lanello!  O thrust thy will for a holy purpose, precious heart of fire.”

Summary Note: “I will go to the Inner Retreat or elsewhere in Paradise Valley, or wherever a version of this temple is meant to be.  I will build a City Foursquare.  And I will do it in thy name, Lord Gautama.”

Vol. 25  No. 68  -  Beloved Lanello

(This dictation was given Christmas Eve, December 24, 1982)

Thus, I AM in the Great Central Sun.  Enter, then, by the mirror image which is reflected in my Electronic Presence here at this altar.

So, beloved, by my mirror image, set forth scientifically according to the same principles applied on earth, I have brought the Central Sun to this place.  And you have entered, for the mirror image is the same, the one.  Yet, in that mirror, the intensity can be turned down with a dial of consciousness.  Thus, by example I would teach you that your soul is a mirror in itself, and you also can bring to earth (and to the earth of the Inner Retreat) the mirror image of the Central Sun and of Alpha and Omega and of the Great Throne Room and the Temple Beautiful.

As you are abiding now for a time with me in this great forcefield of light, I impart to you the vision, once again, of the chohans of the Inner Retreat, your place within it–the vision of “Thy kingdom come on earth as it is in heaven.”

Summary note: “... you also can bring to earth (and to the earth of the Paradise or wherever) the mirror image of the Central Sun and of Alpha and Omega and of the Great Throne Room and the Temple Beautiful.”

Note: It is clear that the ascended Messenger Lanello is telling us that we can bring to the earth of Paradise Valley the mirror image of the Great Throne Room and the Temple Beautiful. The Temple Beautiful is a magnificent Center of Light and Love, it is a Universal Welcome Center to all races and religions, and would be part of the Great Master Plan for a far greater upward spiral and acceleration into the Golden Age.

Beloved Gautama Buddha 

Vol. 26  No. 39  -- September 25, 1983 

  Therefore, I, Gautama, I who understand so much how the vision of the elementals can affect world conditions, ask you to pray to Cyclopea for the divine image and the divine vision of the all-seeing eye of God, of the golden age and the City Foursquare and the Temple Beautiful to be given to every elemental.

Note: Gautama Buddha asks us to pray that the divine image and the divine vision be given to the elemental for: 1. the Golden Age, 2. the City Foursquare, and 3. the Temple Beautiful.

In my opinion, this should also be given to all sons and daughters of God, too. 

The following is Mother’s Prayer for the elementals, given at the Harvest conference of 1998 when Mother stood at the altar of the Court and supported and promoted the building of the Temple Beautiful.

        “Beloved Cyclopea, give to every elemental the divine image and the divine vision of the golden age, the City Foursquare and the Temple Beautiful so that every elemental can hold the matrix for perfect form on earth. Let the earth be sealed in the emerald matrix and the healing thoughtform. According to the will of God, let it be done.”

Vol. 27  No. 50  -  Beloved Godfre  -  Oct. 14, 1984

Thus, beloved ones, the rising sun is the sign of your rising Christ consciousness. Greet the dawn with joy! Be industrious! Build a new nation, a new culture, and a new world of the Spirit, for this is a tangible manifestation of the City Foursquare. This etheric retreat over the Royal Teton Ranch, the etheric City of Light, becomes a God-goal.

        And you will build your abode for shelter and be comfortable and even roomy.

Vol. 27  No. 55  -  Beloved Sanat Kumara  -  Nov. 18, 1984

Realize that this is the day of the opening of the door—one of the gates of the City Foursquare which is the Gate of Healing, Science, and Truth. It is the mighty power of the Emerald Matrix that does descend in this hour, beloved ones. Understand and know this true science, and realize that the twelve gates of the city must be opened ere you complete the requirements of your ascension. Each gate is an open door to a particular type of consciousness evolving here. Each gate is an open door to new teachers of the Light, to new disciples, and to those who seek divine fulfillment by the mastery of that ray of Light.

Vol. 28  No. 8  -  God and Goddess Meru  -  Feb. 24, 1985

  We are determined to reverse the tide by a strong and united City Foursquare of the United States and Canada. And this larger square, finding its heart in the Inner Retreat, will be the very base and stronghold of the powers of Light and the chelas to move forth and roll back the entire momentum and the effect of the Four Horsemen when they are spent.

  Let us pray that their spending be swift. Let us pray that the cycles of their coming be shortened for the elect. Let us pray that the elect are out of harm’s way and that they be sealed as the servants of God in their foreheads.

Note: God and Goddess Meru are explaining about the “larger square,” the “strong and united City Foursquare of United States and Canada.” More specifically, we need to build the City Foursquare at the Inner Retreat, and then it is more likely that we will have the “strong and united City Foursquare of United States and Canada.”

Vol. 28  No. 38  -  Jesus Christ  -  Sept. 22, 1985

For we are very, very close to earth in this hour and very close to the physical octave. For we would not leave our lightbearers subject unto the Darkness that has been directed maliciously against this activity of Light. For this is our Home, this is our Bethany, this is our Place Prepared. And we will not leave thee, beloved!

  Therefore, draw nigh to us in this hour. For we love you with the fullness of our hearts and our beings and our worlds and our causal bodies, and we lay them at the feet of the entire Spirit of the Great White Brotherhood that this activity and this Church Universal and Triumphant might succeed in spreading the canopy of all Teachings of Light throughout the world that none may be lost, that all may understand, that all may come into the unity of the City Foursquare and know the true path of initiation.

Gautama Buddha and Saint Germain 

Vol. 29  No. 21  -- May 25, 1986 

This is our divine plan. This is our vision, the vision of Elohim and Great Silent Watchers of the City Foursquare to be builded there. We say, then, make haste to the mountain of God. For the summit beacon shining from those heights can be seen in the etheric octave as souls come and go to the Inner Retreat.

Summary note: “This is our divine plan. This is our vision, the vision of Elohim and Great Silent Watchers of the City Foursquare to be builded there.”

Vol. 29  No. 42 - The Great Divine Director – Sept. 7, 1986

The Masters have spoken on a number of occasions concerning the dedication to the building of this Inner Retreat and to the process involved as the perfecting of the inner temple of man. ...

Now, beloved, the equation moves up. It accelerates. And there is a moment again, a pause as a cosmic interval, that each one might consider his livelihood, his sacred labor, the needs of his family, and what focus of attention he may place upon the all-important cause of the preparation of the Inner Retreat....

... We would like to bring you together as a dedicated body who have come to the realization that though there be professions and courses and all manner of things that can be done in the world, all these things will appear as ashes and useless if our Cause is lost. ...

        Beloved ones, we anticipate that in a spherical building, with a larger seating capacity and the transfer of the altar there, that dedication of that temple will be the signal whereby many will be able to proceed to the Inner Retreat and the staff here may pull up stakes. ...

        You will understand, then, that by the decrees of the students and only by the violet flame is the balance held. We anticipate, then, that the balance will be held. And we anticipate that those who understand the equation will support and assist the building of that temple so that it will be complete in 1987 and not go over into the next year. ...

Note by William Star: It is clear that in 1986 the Great Divine Director wanted the Temple Beautiful built at the Inner Retreat and wanted it completed by 1987, but this may not ever happen, but it could happen at another place in Paradise Valley, and in other places. The Temple Beautiful is the center of the City Foursquare, and then the rest of the City Foursquare can be built around the Temple Beautiful.

Since we are about 20 years behind time, would it not be wise to start the building of this Temple?  The positive side is that, the plans for the Temple are better than ever, and moreover the plans for the City Foursquare or New Jerusalem (the city around the temple) are better than ever.

The building of the Temple Beautiful should be the priority, or one of the priorities along with the Main Healing Temple (The Temple of Healing of the Mother) of the Good Samaritan Hospital in the Golden Age Master Plan.

Vol. 29  No. 67  -  Jesus Christ  -  Nov. 27, 1986

Remember that all building is for the building of the kingdom of God. Let us begin at beginnings, then, and come to the realization that it is the New Jerusalem, it is the City Foursquare that I AM.

  You see me as the figure of Christ. See me in the mystical sense of the causal body that expands infinitely as the sphere of Light. See me, then, as containing, manifesting the Holy City. See the Holy City as a part of myself. Then come to understand that your causal body is also the habitation of the Most High God. And when the I AM THAT I AM is truly where this heart [your heart] in manifestation is, you will see all around you the physical precipitation of the City Foursquare.

  See the likeness of that city in the etheric retreat of the Divine Mother over the Royal Teton Ranch. See it, then, as an etheric city waiting to be lowered into manifestation in your life. See it as every whit the potential, you see, of Buddhahood and Christhood.

The Nameless One from Center of the Earth

Vol. 29  No. 73 --- December 11, 1986

  Time is expanded for you now, and space, that you might fulfill the calling of Jesus—your reason for being in this city. For you did come these ten years to absorb into your being, beloved, the etheric pattern of the City Foursquare. For as you have been told, it is placed there and dedicated in the vastness of the Ranch and adjacent preserved lands.

Vol. 31  No. 51  -  Mother Mary  -  August 14, 1988

I AM the heart of the living flame, the very Shekinah glory in the center of the City Foursquare.

  You know whereof I speak, beloved, for the foundation of thy being and pyramid of Life is indeed one by one the City Foursquare.  And the Holy City which John beheld descending out of heaven–that city, beloved, is the citadel of Higher Consciousness of every man's being in the vast reaches of the Great Causal Body.  Collectively that great City Foursquare is the vastness of the Retreat of the Divine Mother on etheric octaves where the true City of Light is, where the golden age does reign.

  The heart of the city, then, that is North America is not [geographically] central [on the continent], and the secret chamber of the heart is maintained in the Western Shamballa and the Retreat of the Divine Mother there, the secret chamber being the antechamber of each and every forcefield of [the] heart [chakra]–of retreat of Chamuel and Charity, of Heros and Amora and of the very heart chakra of each nation.  Each one of you, then, has the potential to be the white cube, a stone in the city and a lively stone.

Vol. 31  No. 53  -  Beloved Kuan Yin  -  August 21, 1988

Kuan Yin's Promise

For I AM one with beloved Saint Germain and Portia.  I AM one with the Seventh-Ray Healing Masters.  I AM one with the Buddhas of the Seventh Ray who precipitate this very City Foursquare, this emerald cube that must be established and be built.

Note: Kuan Yin makes it very clear that the City Foursquare (which has the Temple Beautiful in the Center) must be established and built. She is one with the Buddhas of the Seventh Ray who “precipitate” this City Foursquare. Precipitate generally means to lower or draw out of the etheric octave into the physical.

Furthermore, Kuan Yin’s Promise is, “... there is no thing of the will of God that I will not alchemically precipitate if you are able to bear it, ... I, Kuan Yin, in the name of the will of God and my commitment to all Lightbearers of this planet, will surely bring that manifestation into your life.” And that surely includes the City Foursquare which, again, Kuan Yin says “must be established and built”

Vol. 31  No. 82  -  Mother Mary  -  Dec. 3, 1988

Not without forethought by Almighty God was the Retreat of the Divine Mother, that does appear to you even as the City Foursquare over this property, established here. Thus, that retreat has magnetized you even as you have magnetized it, that in this place and in this earth that manifestation might be the balance that is needed for millions in the hour of their personal and planetary initiations.

Vol. 35, No. 65      Saint Germain     Dec. 13, 1992

 I Release the Dispensation for the Golden Age

 of Aquarius to Manifest

You are those who know the New Jerusalem, who have also gone to the New World, for you would be there for the placing of the capstone upon the pyramid of this civilization. You would be there for the establishment of the Retreat of the Divine Mother. You would be there to see the celestial City Foursquare in the etheric octave, so clearly present at the Royal Teton Retreat that, beloved hearts, even children can see the lights of the Holy City, can see the New Day, can see the alabaster buildings and the Temple Beautiful.

  And so, beloved, build well.  As I knew it then, so I know it now:  each soul is archetypically the New Jerusalem, the city of peace, the city of Light, the citadel of consciousness–New Jerusalem, the abiding place of all Lightbearers in the earth, all sons and daughters of Christ, even the Lord Christ Jesus, Lord Maitreya, Lord Gautama, Lord Sanat Kumara, Lord Padma Sambhava.

Summary note:  “You would be there to see the celestial City Foursquare in the etheric octave, so clearly present at the Royal Teton Retreat that, beloved hearts, even children can see the lights of the Holy City, can see the New Day, can see the alabaster buildings and the Temple Beautiful.

And so, beloved, build well.”

Note: It is important to realize that in releasing The Dispensation for the Golden Age of Aquarius to Manifest, Saint Germain informs us to build well the Temple beautiful and the City Foursquare, the Holy City. The building of these buildings are “extremely important” if we are to have a Golden Age manifest.

In another dictation Saint Germain said, “There is a plan for you. For every child of the light, for every chela of the law, there is a divine way. But there is always the human alternative.”  Pearls of Wisdom   Vol. 18  No. 32, August 10, 1975

There is the divine way of building the Golden Age Temple Beautiful and City Foursquare, or there is the human alternative of thinking that the present court building, King Authur’s Court,  is the Temple Beautiful.

      Victory stands on the nine o’clock line because he is the master of balancing the masculine and feminine forces that are needed to precipitate the City Foursquare in the physical quadrant.

The Design of the City Foursquare

First of all, we know that the Temple Beautiful in the center of the City Foursquare is both circular and spherical; and seemingly the City Foursquare is circular. 

Also, we know that many concepts are placed on the Cosmic Clock, and a design for the City Foursquare can easily be placed on the Cosmic Clock, as you can see by the proposed design that will hopefully be posted on this website.

The design in this document is a 'modified' cosmic clock design based on the Rainbow Rays Organization System explained in the next document.  It is a beautiful practical design that is a teaching in itself.  Of course, it is open to improvement or change that may be more in line with its etheric replica.

It is important to note that Saint Germain says, “And so, beloved, build well.” The understanding that I have is that we are to build The Temple Beautiful and the City Foursquare in our own consciousness first, then build them in the physical.

We can affirm: I AM the Temple Beautiful, and I AM the City Foursquare. (See the excerpt below that confirms these affirmations.)

We have been told that the city has twelve gates. Four examples follow:

The watchman of the night comes in the center of the dark cycle of world karma, keeps his head about him, his high attunement, and warns Israel of the enemy at the twelve gates of the city. Twelve gates of consciousness must be guarded—twelve gates and all of the windows in between.

... Clear now every opposition to the twelve rays of the Sun and the twelve gates of the city in my consciousness and throughout this planetary body!

Do you know, beloved ones, that God so loved the world that he sent his Son, this Lord Christ, who does also manifest above you in that personal presence of the Christ Self. And he so loved you that he gave to you twelve petals of the heart chakra, signifying twelve unique vibrations that are as keys to the twelve gates of the celestial city—right here in your heart, beloved one.

The Good Samaritan Hospital

  Realize that this is the day of the opening of the door—one of the gates of the City Foursquare which is the Gate of Healing, Science, and Truth. It is the mighty power of the Emerald Matrix that does descend in this hour, beloved ones. Understand and know this true science, and realize that the twelve gates of the city must be opened ere you complete the requirements of your ascension. Each gate is an open door to a particular type of consciousness evolving here. Each gate is an open door to new teachers of the Light, to new disciples, and to those who seek divine fulfillment by the mastery of that ray of Light.

Note: The master key to the design of the City Foursquare or any of the temples or buildings is to make the correct attunement with the city, temple or building in the etheric and bring back that memory.

So what is your attunement for the City Foursquare and the other projects?

Also, in my understanding, Lemuria had a similar design with the Main Temple in the center and twelve temples in a circle around the Pacific Ocean.

Also, after the dictation by Saint Germain in 1977 (following the excerpt by Gautama Buddha below), Elizabeth Clare Prophet gives the teaching on how the Golden Age Civilization was organized in the location where the Sahara Desert is located today. I incorporated this teaching in the City Foursquare. In another teaching, Elizabeth Clare Prophet says the first ray is on the 12 o’clock line.

It is important to remember what Gautama Buddha says about evolving the Master Plan, which is quoted below, then let us look at Elizabeth Clare Prophet’s teaching that came after Saint Germain’s dictation.

 “I request that you respect the concept of space and the God-mastery of space.  I send the call to chelas of the will of God to assist by prayer and by professional expertise, as well as the intuition of the heart, to evolve the master plan for this community. For when the plan is set, the supply can be better magnetized.

Note: First of all, my prayer, William Star, is to be a good instrument to evolve “the foundation” of this master plan, secondly, my professional expertise is to document the teachings that are part of this master plan, and thirdly, I strive to use the intuition of the heart; moreover, the attunement with the etheric, to fill in what the masters did not give us; generally, the designs for these buildings, and the making of professional architectural drawings as part of a professional master plan or business plan.

The document, The Rainbow Rays Organization System has been evolved to the point of a relatively simple and accurate system, an important system that lays the foundation for organizing churches, teaching centers, libraries, bookstores, governments, etc. Also, the Rainbow Rays Organization System is, generally speaking, the best way of doing a master plan or business plan for each of these projects, and organizing governments and other organizations in the Golden Age.

          I hope that many others will assist with their prayers and decrees to hold the balance for this master plan, then bring their professional expertise and intuition to help further this master plan, improve the designs, do the architectural drawings, help build the buildings, and do the many other things that need to be done.

            Where are the temple builders and will they come and do their job?

          This is The Miracle Master Plan of the Miracle Master Saint Germain that can make the difference in bringing in the Golden Age.

        By revivifying the akashic records, Saint Germain reviewed for Godfre important lessons in cosmic law from certain experiences in these past lives, hence accelerating his enlightenment on the Path and reestablishing their age-old relationship.  Godfre learned that seventy thousand years ago, Saint Germain had been the king-emperor of a great golden-age civilization which existed where the Sahara Desert now is, and that he and his wife, Edna Ballard, and their son, Donald, were embodied as his children there.  Under his enlightened reign, the entire civilization knew an era of peace, abundance, and accomplishment in commerce, education, and the arts and sciences. No government since that time has even approached the achievements of this divinely directed administration.  For hundreds of years, harmony among peoples was the law of the land without the need for enforcement by any armed forces.  The authority of the affairs of state was vested in Fourteen Ascended Masters,* two governing on each of the seven rays of the Christ light, with fourteen lesser masters in charge of the seven departments of government.

Very Important Note by Victory Star:  The preceding teaching was taken from Unveiled Mysteries by Godfre Ray King, pages 42 and 43.  This teaching is very important because it sets the matrix for the Golden Age government and the Golden Age matrix for the City Foursquare and the Summit Lighthouse. Saint Germain said that there were seven departments in this Golden Age civilization. He said that there were fourteen Ascended Masters of Light two working on each of the seven rays.

Elizabeth Clare Prophet has said that these are the same fourteen ascended masters who govern the destiny of America today. They are working to bring forth the Golden Age in America.

The Golden Age Civilization of 70,000 Years Ago

At the time of this former civilization, the whole empire was filled with great peace, happiness and prosperity.  The King-Emperor was a “Master of the Ancient Wisdom” and a real

“Cupbearer of the Light.” He ruled by that “Light” and his empire was the living example of Perfection.                

“For hundreds of years,” Saint Germain continued, “this Perfection was maintained without army or navy of any kind. The control of the people was vested in the care of fourteen Ascended Masters of Light, two working on each of the Seven Rays. They thus formed points of focus for the Mighty God-Activity to be made visible. Under these fourteen Luminous Beings were fourteen lesser Masters, who formed the heads of seven departments, controlling the activities of science, industry and art. Each of the department heads guided the work under his care by conscious and direct contact with the God in himself. Hence, direct from their Source did all direction and instruction come for those under them. Thus, Divine Perfection was constantly flowing through without any interference from the human.

“This form of government was most remarkable, successful, and satisfactory in every way. There has never been anything on earth since that time which has even approached such heights. In the ancient records, that have come down to the present day, this former civilization is always referred to as the Golden Age, and so it was in every activity of Life.

“In your beloved America, in the not so distant future, will come forth a similar recognition of the Real Inner Self, and this her people will express in high attainment. She is a Land of Light, and Her Light shall blaze forth, brilliant as the sun at noonday, among the nations of the earth. She was a Land of Great Light, ages ago, and will again come into her spiritual heritage, for nothing can prevent it. She is strong within her own mind and body -- stronger than you think; and that strength she will exert to rise out of, and throw off from border to border, all that weighs heavily upon her at the present time.

“America has a destiny of great import to the other nations of the earth and Those who have watched over her for centuries still watch. Through Their protection and Love, she shall fulfill that destiny. America! We, the Ascended Host of Light, love and guard you. America! We love you.

“A similar form of perfect government will come at a later period, when you have cast off certain fetters within that hang like fungi, and sap your strength as a vampire. Beloved ones in America, be not discouraged, when the seeming dark clouds hang low. Everyone of them shall show you its golden lining.  Back of the cloud that seems to threaten, is the ‘Crystal Pure Light of God and His Messengers, the Ascended Masters of Love and Perfection’ -- watching over America, the government, and her people. Again I say, ‘America -- we love you.’

Note: Saint Germain also said that there were fourteen lesser Masters (probably unascended), who formed the heads of seven departments, which means that there were probably two heads or directors for each department.

The organization of churches, spiritual organization, and communities of the Holy Spirit can be based on this matrix with seven (major) departments, with two directors for each department. This is the matrix or design that is proposed in the design of the City Foursquare, and this design seemingly is sponsored and overshadowed by the fourteen ascended masters who govern the destiny of America.

The two directors of each department could be required to write and continually improve a master plan for their departments. These master plans would be continually available and updated for anyone to see.

Following is a teaching by Gautama Buddha on Shamballa.

Shamballa

  Shamballa, the etheric “City of White,” ancient retreat of Sanat Kumara, was originally a physical replica of the Venusian City of the Kumaras, built on an island in the brilliant-blue Gobi Sea (now the Gobi Desert) by volunteers who preceded Sanat Kumara to Terra. (See Pearls of Wisdom, vol. 26, pp. 75-76.)

  From the mainland, Shamballa was approached by a beautiful marble bridge. The main temple there, where Sanat Kumara established the focus of the threefold flame thousands of years ago, is marked by a golden dome and is surrounded by terraces, flame-fountains, and seven temples—one for each of the seven rays. Each year, the people would come from many miles to witness the visible, physical sacred fire and to take home a piece of wood consecrated by Sanat Kumara to light their fires through the coming year. Thus began the tradition of the Yule log, commemorating the return to the fire of Christhood.”

  On December 31, 1976, Gautama Buddha, Hierarch of Shamballa and successor of Sanat Kumara, announced that America is the place where “we will transfer Shamballa, here we will transfer that city of light one day. It will be the implementation now of a secondary forcefield, the Omega aspect of Shamballa, as the Alpha aspect remains positioned where it is...in the Gobi Sea of light over the Gobi Desert.”

  Beloved ones, this means literally that the archangels do attend the throne of grace. Standing in the presence of God, we are therefore one with your own Mighty I AM Presence. For God individualized is yet one LORD and one Presence.

  Thus we are called, one and all, angels of the LORD, which means messengers of the I AM THAT I AM. We bring not only good tidings of great joy to all people but also the Light-emanation of this point of the Word from the beginning unto the ending of your rounds in these lower planes of life.

  Beloved hearts of the infinite God, we are grateful to speak to you directly, for so many of you have come to our own retreat, and that in the etheric octave. For though you do not retain the memory, yet, beloved, your souls take leave of that physical envelope you wear at night; and while the body sleeps, you journey in garments of light to the etheric plane, otherwise known in scripture as the heaven world.

  This plane of heaven is truly the place where your soul does meet the Lord Christ in the air, as they say. It is the point where you find the descent of the Lord Christ in the full power of the resurrection. Therefore, to meet your Christ you yourself must be capable of rising to that plane and vibration.

  Thus, though this take place at inner levels with the assistance of guardian angels, you are now in the stage of your evolution on earth where you must learn consciously the way of Love and Love’s self-mastery and thus, not only in sleep but consciously, journey in the power of the heart and the mind to upper octaves. These octaves of heaven are a transition plane whereby you then are taken by the Lord Christ to the very throne of grace whence we have come this night, as has been said, trailing clouds of glory and glorious love.

  Thus, we inaugurate a spiral of seven rays which correlate with seven planes of heaven that you will also find in the etheric octave prior to your return and immersion in that absolute Spirit that is the sacred fire even beyond the heaven world. Thus, as you might realize, we come, then, from the third plane of heaven. And we come for a very important mission, which is to bring into alignment now the chalice of your heart, that this chakra and its twelve petals might receive from our own hearts, by the magnetism of Love, a realignment, a balancing of twelve vibrations.

The Nameless One

        Time is expanded for you now, and space, that you might fulfill the calling of Jesus—your reason for being in this city. For you did come these ten years to absorb into your being, beloved, the etheric pattern of the City Foursquare. For as you have been told, it is placed there and dedicated in the vastness of the Ranch and adjacent preserved lands.

  Know, then, that this, this too is a part of the planetary plan. Remember, then, that the angels have sought to cluster you together on the highlands of Glastonbury. Remember the call and be wise, for the Masters have not said that any other place was prepared—however near, however convenient. This [Glastonbury] must be a point of preservation and of survival.

  Listen well. For some, for karma incurred, the messages will not be repeated. Some have sought out their own inventions and lost already the thread of contact in their busyness. For many, this Church Universal and Triumphant has become a means to an end. I say, not so! It is the end and the beginning of all of thy reason for being and for this life. Hearken well, for those who have the greatest need are the ones whom the angels tell.

Please study and meditate on the design of the City Foursquare that follows on one of the next pages, and please hold the immaculate concept for this design or an improved design coming into physical manifestation.

Who Will Build My Temple?

The Retreat and the Path of the Divine Mother

  I AM the heart of the living flame, the very Shekinah glory in the center of the City Foursquare.

        You know whereof I speak, beloved, for the foundation of thy being and pyramid of Life is indeed one by one the City Foursquare.  And the Holy City which John beheld descending out of heaven EN1–that city, beloved, is the citadel of Higher Consciousness of every man's being in the vast reaches of the Great Causal Body.  Collectively that great City Foursquare is the vastness of the Retreat of the Divine Mother on etheric octaves where the true City of Light is, where the golden age does reign.

Summary note by William Star:  “...realize that the twelve gates of the city (Foursquare) must be opened ere you complete the requirements of your ascension.”  I believe that many people will not ascend until this City Foursquare is built, and those who delay the building of the City Foursquare will have the karma of delaying the ascension of many, delaying the Golden Age, and probably their own ascension. 

On the other side those who will assist the building of the City foursquare, starting with the Temple Beautiful as the Center, will accelerate the Golden Age, accelerate the ascension of many, and their own ascension. I AM personally doing everything I can do to see that all the chelas are given the correct understanding of what the Masters and Messengers want.

Noble ones of joy and courage, noble ones of heart, of science and of God, ye are called to an hour. The choosing of yourselves is not an exclusive choosing, for each evolution and race and wave in its time is called to raise up the ensign of Light. Therefore a people of Light worldwide is called to bring in the great golden age of Aquarius. This, beloved, can be accomplished in this hour only if millions rally to that living flame, to the pillar of fire in the midst of Israel, EN2 to the Holy City Foursquare established upon this continent.   Know, then, that the choice is yet in the realm of the possible for Lightbearers of all nations to raise up the call to Light, to summon Archangel Michael, to enjoin and to be enjoined by hosts of Light that come from cosmic spheres for the delivery of a planet.

Blessed hearts, this vision must be fulfilled by those in embodiment, you who have heard and seen and felt the Light and the ministration of angels in your midst. Know, then, beloved, that your capacity to contain Light is infinite, even as you are the issue of the infinite God!
